The shrine was built in 1895 to commemorate the 1,100th anniversary of the transfer of the national capital to Kyoto. It is dedicated to Emperor Kanmu, who relocated the capital, and the last emperor of the ancient capital of Heian-kyo, Emperor Komei. There is a beautiful garden in the shrine grounds, and the view is particularly lovely during the cherry blossom season.
